Client-side targeting for the tour orchestrator (D2).
The SERVER already decided WHICH experiences may run on this URL/segment (see apps/api/src/tours/tour-targeting.ts). The client owns only what the server cannot know: per-visitor frequency caps, first-visit gating and "already seen / dismissed / completed" memory — all persisted in localStorage. This module is PURE (no DOM, no storage) so it is exhaustively unit-testable; the orchestrator wires it to real localStorage.
