Whether a Python file declares Odoo routes.

Both halves are load-bearing. A @route( alone appears in Flask and in plenty of home-grown decorators; an Odoo import alone is on every model file in an addon. Only together do they mean "this file registers URLs with Odoo", which is exactly the set of files this parser should claim.
