PME Handoff Input Filter

Filters context passed to sub-agents during handoffs.
Sub-agents (copywriter, layout, visual, qa) don't need the full
coordinator conversation history — they only need:
- The original user request (inputHistory)
- Recent context (last N items from pre-handoff)
- The handoff trigger (newItems)

This reduces sub-agent context by 60-80%, improving response quality
and reducing token costs.
