Lint-Test-Fix Loop

Nudge-based post-edit verification. After the agent edits files,
this module generates nudges telling it to run lint/test commands
and tracks retry attempts.

Design: The agent decides whether to lint/test (not forced). Some edits
(adding a comment) don't need it. The nudge makes it a strong suggestion.
If lint/test fails repeatedly, a hard stop is injected.

Integration: Used by AutonomousTurnHook or directly by domain layers.
