How much upload this proxy will carry.

A browser streams a file of any size straight to the API; this route cannot, because it holds
the whole thing in memory as base64 (a third larger again) inside a JSON envelope. Over the
limit the request is REFUSED with a reason the playground shows, rather than truncated or
OOM-ing the pod. Mirrored client-side as MAX_PROXY_UPLOAD_BYTES in
packages/ui-core/src/components/api-explorer/APIExplorer.ts — this one is the enforcement.
